CANBERRA, Aug 8 AAP - Prime Minister Julia Gillard has promised a detailed review process
before the government formally responds to recommendations for a review of aged care.

She said there would be a proper process of review, discussion and analysis, as well
as wide community consultation.

She said the government would start the process of reforming aged care in this term
of government.

Ms Gillard said Australia had much to be proud of in its aged care sector, but there
were many challenges ahead.

Launching the Productivity Commission report Caring for Older Australians, she said
ageing baby boomers would reshape what it was to be an older Australian just as they reshaped
what it was to be a younger Australian.

Ms Gillard said the government would take the view that older Australians were considered
an asset to the nation and had earned a right to appropriate care as they aged.

"We won't be leaving anyone behind," she said.

"We will also want to see a system that offers more options than the past has, a system
that is financially sustainable and is fair for those being cared for as well as for the
rest of society, and a system which meets the highest standards of quality," she said.

The Australian Medical Association says the quality of medical training is being eroded
because of the downgrading of public hospitals.

AMA president Dr BILL GLASSON has told a medical training conference that Australia's
great public hospitals are being destroyed because of a funding shortage.

He says public hospitals used to be icons of medical training.

Now, he says, private hospitals are carrying out 50 per cent of surgery across the country.

Dr GLASSON says public hospitals no longer have enough positions for junior doctors
and, due to the emphasis on service delivery, don't spend as much time training students.

CANBERRA, April 12 AAP - Four hundred grazing cattle have been removed from the Alpine
National Park, four days after the federal government's deadline for them to leave.

The Victorian government had until last Friday to get the animals out of the park after
Environment Minister Tony Burke issued the ultimatum.

Mr Burke said on Tuesday the state government had complied, although he will be sending
department officials to the park later this week to double check.

But he still had some concerns, given the Victorian government has not agreed to abandon
its "so-called" trial altogether.

The Baillieu government has been scrapping with its federal counterpart since January,
when it reintroduced alpine grazing as part of a trial to reduce bushfire risk.

It saw 400 cattle herded into six areas of the heritage-listed park, more than five
years after the previous Bracks Labor government had banned the practice.

"My views on this issue remain unchanged," Mr Burke said in a statement.

"The Victorian government should never have reintroduced cattle to the Alpine National Park."

He urged Victoria to dump the tactic for good, noting that the government had "not
committed to abandoning its so-called trial all together."

Draft laws for a radioactive waste dump in Australia have been given the thumbs up
by a federal parliamentary committee.

Energy Minister MARTIN FERGUSON introduced the laws to parliament earlier this year
and said they'd ensure the safe management of medical .. industrial and research radioactive
material.

The laws will allow a site to be established anywhere in Australia rather than just
the Northern Territory .. overriding state and territory laws.

A parliamentary committee which has looked into the laws has released a report today
.. recommending they be passed by federal parliament.

Fed: Rudd flags possible changes to laws after ship grounding

BRISBANE, April 6 AAP - Prime Minister Kevin Rudd has flagged a review of maritime
laws after a wayward coal carrier leaked oil in the Great Barrier Reef Marine Park.

Mr Rudd flew over the stricken ship offshore from Rockhampton on Tuesday and later
said it was outrageous that a ship could be so far off course in a protected area.

He said the ship remained a serious threat to the environment.

"This remains a serious situation. It remains a threat to the Great Barrier Reef,"

he told reporters.

"From where I sit, it is outrageous that any vessel could find itself 12 kilometres
off course, it seems, in the Great Barrier Reef."

He said there were four key priorities to attend to in the wake of the grounding, including
"looking at the laws for the future".

"One, what do we do in terms of containing the oil? Two, what do we do in terms of
the salvage of the vessel and three, what are we doing in terms of the investigation to
get to the bottomline explanation as to what's happened here and why? Four, looking at
the laws for the future as well."

Mr Rudd is due in Cairns on Tuesday afternoon, where he will visit the James Cook University
School of Medicine and Dentistry.

Bass player DEAN TURNER from the Australian indie rock band Magic Dirt has died from
lung cancer .. aged 37.

TURNER formed the Geelong-based band with then-girlfriend ADALITA SRSSEN in the late 80s.

It's broken up and re-formed on the road to success .. and its Life Was Better EP is
still one of Australia's best-selling independent releases.

The ABC says Magic Dirt's been touring with a fill-in bass player due to TURNER's ill
health .. and has cancelled the first leg of its current tour.

It says TURNER is survived by a wife and two young daughters.

More than 600 Victorian teachers have been forced off the job because of workplace
stress in the past three years .. with Workcover paying out more than $17 million in compensation.

Workplace stress was the most common problem affecting teachers in the past three years
.. with more than 600 teachers taking stress leave .. and 234 Workcover payouts.

The figures obtained by Fairfax under freedom of information .. reveal 26 teachers
won payouts following assaults by students or parents.

There were 40 cases of teachers and principals being exposed to workplace violence
.. and 163 suffered harassment.

Victorian Premier JOHN BRUMBY yesterday announced that executive contracts would be
offered to top principals to take jobs in underperforming schools .. and a $10 million
leadership institute in a bid to improve educational standards.

But the Australian Education Union branch says workplace stress discouraged some from
applying for principals' positions.

The union says it's heard of several cases of parents threatening teachers .. and punching
or kicking principals.

Vic: Woman who killed former partner sentenced

A Victorian woman .. who was suffering post-natal depression when she stabbed her former
partner to death .. has been sentenced to nine years in jail.

22-year-old AMANDA JANE FELSBOURG .. of Moe in the state's south-east .. was found
guilty last year by a Supreme Court jury of the manslaughter of 26-year-old WAYNE LAFFEY.

Today .. Supreme Court Justice BERNARD TEAGUE sentenced FELSBOURG to nine years' jail
.. with a non-parole period of six years.

The court was told Mr LAFFEY was found stabbed to death on the front lawn of a house
in Moe on October 3 .. 2006 .. with more than 30 stab wounds to his chest .. arms and
legs.

In sentencing .. Justice TEAGUE said he accepted that at the time .. FELSBOURG was
suffering post-natal depression after the birth of the couple's daughter .. JADE .. in
July 2005.

He said he also took into account her lack of prior convictions .. and excellent prospects
of rehabilitation.

SYDNEY, Aug 25 AAP - Ray Martin could follow his boss Garry Linnell and leave Channel
Nine, according to media reports.

The news and current affairs veteran Martin, 62, told News Limited newspapers he was
quitting television after almost 30 years with the network.

"Frankly I think it's about time I bow out," he said last night. "It's been a wonderful
run. I have enjoyed it very much but it's simply just time."

The Australian newspaper quoted unnamed sources at the network as saying Martin was
frustrated by the perceived lack of leadership.

If he were to leave, he would follow former news and current affairs bosses Peter Meakin,
Mark Llewellyn, Linnell, Sunday executive producer John Lyons, network chief executives
David Leckie, Sam Chisholm and David Gyngell, as well as onscreen identities such as Jamie
Durie and Jana Wendt.

All have left during the reign of former Sydney Morning Herald editor John Alexander
at Publishing and Broadcasting Limited.

PBL recently sold down its stake in Nine Network from full ownership to 25 per cent,
leaving it under the control of private equity group CVC Asia Pacific.

SYDNEY, Feb 12 AAP - A nine-year-old girl suffered suspected spinal and head injuries
in a horse riding accident in Sydney today.

The girl, from Ashbury, was thrown from her horse in a field south of Maroubra Beach
in Sydney's east about 12.30pm (AEDT), emergency services say.

She was flown by the Westpac Life Saver helicopter to Prince of Wales Children's Hospital
where she was reported to be in a stable condition.

MELBOURNE, Aug 30 AAP - Needle exchange programs must be introduced to Victoria's prisons
to halt the rapid spread of blood-borne virus Hepatitis C, a lobby group says.

The Hepatitis C Council of Victoria today called for pilot programs to help build a
model for providing clean needles and syringes in the state's prisons.

Executive officer Helen McNeill said the virus was spread as inmates shared drug injecting,
tattooing and piercing equipment - practises which continued despite bans by authorities.

She also points to a study by Victoria's justice department showing almost 60 per cent
of the state's prisoners already have the virus, while its spread in the broader community
is less than one per cent.

"As a nation we have an excellent reputation in addressing blood-borne virus transmission
in the general community," Ms McNeill said today.

"It's time that we took that extra step and utilised the same harm reduction measures
in prisons."

Ms McNeill said there were prisons overseas that had exchange programs in place - with
special measures to prevent the needles being used as weapons by inmates.

She said tackling Hepatitis C in jails was also a vital step in curbing its spread
in the community.

"(The) people in our prisons will eventually return to living in the community," Ms McNeill said.

Marimba(R), Inc. (Nasdaq:MRBA), a leading provider of Internet infrastructure management solutions, today announced financial results for the first quarter ended March 31, 2000.

First-quarter revenues reached $10.6 million, up 72 percent from $6.1 million for the same period last year. Net loss was $659,000, or a diluted net loss of 3 cents per share, down from a net loss of $1.6 million, or a diluted net loss of 13 cents per share, for the same quarter a year ago. Excluding $336,000 of amortization expense for deferred stock compensation, diluted net loss for the first quarter of 2000 would have been 1 cent per share. Excluding $178,000 of stock compensation-related expense for the same period a year ago, diluted net loss would have been 12 cents.

"We once again turned in a solid performance during the quarter," said Kim Polese, president and chief executive officer. "The demand for our Castanet product line continued strongly, as evidenced by our surpassing the 10 million end-user mark during the quarter. We also booked our largest license agreement in the history of the company."

During the quarter, Marimba also released Castanet 4.5, which received a rating of "excellent" for its performance by InfoWorld magazine. The newest version of Castanet provides Windows 2000 support, powerful new application installation policies and self-repair options to automate and simplify the management of applications across the extended enterprise.

"Our release of Timbale for Server Management, the first product in the new Timbale product line, successfully extends our Internet infrastructure management product offerings to the rapidly growing back-end server infrastructure that is fueling Web-based computing and e-commerce. First-quarter license revenues were $8.1 million, up 79 percent from $4.5 million a year ago. Service revenues rose to $2.5 million, up 55 percent from $1.6 million for the same quarter last year.

The company also announced that in October 2000 Fred Gerson, chief financial officer, will resign in order to pursue personal interests and spend more time with his family. Succeeding Gerson will be Ken Owyang, Marimba's vice president of finance and corporate controller, who joined the company in 1997. "Fred has made substantial contributions to Marimba," said Polese. "He was instrumental in the planning and execution of our business model and the completion of our IPO last year. Quest Wireless, a subsidiary of Quest Net Inc., (OTC BB:QNET) has linked the landmark Hollywood Bread Building with high speed digital access to the Internet. This is the third South Florida building the company has converted to an "IQ Building."

"Our point-to-point microwave transmission with extremely high bandwidth capacity gives tenants of IQ Buildings 10 to 50 times the speed of Internet access via modem," said Camilo Pereira, chairman and CEO of Quest Net.

A Quest Wireless IQ Building consists of a microwave satellite receiver on the roof of the building with a line to a central position in the building. From there, lines are run to individual suites and computers. The result is Internet connection speeds far beyond what can be delivered through telephone lines and modems.

"We have tenants that were so impressed with the speed of our Internet connections it was the deciding factor in moving into our building," said Johnny Joachim, manager of the Hollywood Bread Building.

Series opens dialogue with filmmakers.(Ticket)

When the Cinema Pacific film festival started last year at the University of Oregon, one of director Richard Herskowitz's goals was to reach out to the community beyond campus and provide programming relevant to people from various cultural backgrounds.

Festival organizers have made many conscious efforts in that direction, but this week they take it one step further by launching Cinema Pacific Filmmaker Dialogues - a new partnership between the Bijou Art Cinemas and the UO's Cinema Pacific.

The partnership started to blossom when Herskowitz moved to town and began collaborating with the Bijou. But a new series of programs that starts Thursday will allow Cinema Pacific to be active year-round and the Bijou to take advantage of Herskowitz's industry connections.

The centerpiece of the series will be post-screening interviews with film industry insiders, live via Skype.

The series opens with a film that was well received at Sundance and that features Eugene heavily: "If a Tree Falls: A Story of the Earth Liberation Front." It will screen Thursday, followed by an onscreen interview between Herskowitz and producer-director Marshall Curry, conducted over the Internet.

Audience members also will have the opportunity to ask Curry questions.

"One of the problems movie theaters have is competing with so many other platforms," Herskowitz said. "What we have to contribute is this live interaction."

Reinventing the Bijou

Herskowitz said he admires recent steps that Bijou management have taken to "reinvent" arts cinema in the community, and this monthly series is part of that. The goal is to make the moviegoing process as social as possible.

"It makes it more fun to live here," Herskowitz said. "I want Eugene film culture to get better and better."

Herskowitz had wanted "If a Tree Falls" to be part of Cinema Pacific, but he was unable to screen it in April in advance of its theatrical release. So this will be the West Coast premiere of the film, which tells the story of an Earth Liberation Front cell based here.

A synopsis for the film says that in December 2005, federal agents "conducted a nationwide sweep of radical environmentalists involved with the Earth Liberation Front," what the FBI has called America's "No. 1 domestic terrorism threat."

However, growth was muted in Q310, possibly because rival mobile operators - which do not yet offer 3G services - have responded to the new competitor by offering promotional and discounted services. Orange's success may also be undermined by the Tunisian government's decision to award a 3G licence to incumbent Tunisie Tlcom and to list the operator on two stock markets (local and international). Access to additional funds would make it more difficult for Orange to gain traction, despite its obvious first mover advantages.

In Algeria, the government seems set to buy out its Egyptian partner in mobile market leader Djezzy, after Orascom Telecom agreed to be bought out. The government's relationship with Orascom has been fractious and the state is still trying to claim substantial unpaid taxes from the company. The prospect of Djezzy joining Mobilis as a state-owned business is alarming because of the impact this development may have on the competitive environment. It is unclear whether the two businesses would be combined or whether the government would look for a new foreign partner. However, considering its treatment of Orascom, BMI believe many potential investors would be cautious.

Finally, this update sees no material changes to BMI's business environment ratings for the four North African markets, Algeria, Libya, Morocco and Tunisia, although a weaker score by Egypt meant Tunisia was able to move up one place. All four North African countries continue to hold positions in the lower half of the table.

TAFT, Calif.--Jul. 4--The 87-year-old Daily Midway Driller was sold this week as part of a larger package to Pulitzer Publishing Co. for $214.1 million.

When Pulitzer, based in St. Louis, and Scripps League Newspapers Inc. first announced the sale May 6, the Driller and two other Scripps League dailies were withheld from the sale.

But Pulitzer made it clear it also wanted those papers. Officials even made a trip to Taft to look the operation over, said editor and assistant publisher, Dave Hook. The paper had been owned by Scripps League since the 1970s. Before that, it was independently owned.

According to a July 2 article in the Driller, specific personnel and operational changes have not been announced.

Pulitzer Publishing's policy when buying new papers has been to retain local management and staff, leaving editorial direction and community focus up to individual publishers.

Pulitzer's newspaper business includes the St. Louis Post-Dispatch and the Arizona Daily Star in Tucson. The company, with revenue last year of about $472.3 million, also operates nine network-affiliated television stations.

Scripps League owned 16 papers in the West and Midwest. In California, it owned the Hanford Sentinel, the Record-Gazette in Banning, the Napa Valley Register and the Santa Maria Times.

Another G8 Summit has passed and the hardly earth-shattering resolutions that have sprung forth from the leaders of the world's eight most industrialized nations have largely failed to impress just about anyone. What did truly amaze people though was the sheer enthusiasm the people of Albania seem to have for the United States. The response to President Bush's post-G8 visit to the small eastern European country--the first by any US president--was arguably one of the most rapturous he has ever had, or is likely to again.

The Albanian Parliament has even gone so far as to pass a resolution allowing 500 US Special Forces troops to operate freely in the country and use any means necessary 'including the use of force' on Albanian citizens to protect the President. One story that has been widely quoted by the likes of Time magazine and others is that the exuberance of the nation was so great that the top-selling Korrieri magazine ran a headline: 'Please occupy us!'

However, it turns out that the US media may have missed the sarcasm in the headline, as it sat above an article which criticized the Parliament's decision to allow foreign troops to operate in Albania, arguing that the decision meant Albanians were 'unworthy of being masters of their own house'. But let's not allow that to spoil the festivities.

The internet is rife with speculation that at one public appearance where the President had his hands kissed by adoring Albanians, he may have had his wristwatch swiped, though the White House strongly denies this. Numerous online auction sites now claim to be selling the watch, but human rights experts suggest that with 500 Special Forces personnel on hand, the watch has probably been swiftly recovered with the thief probably shackled, drugged and on a rendition flight with Dick Cheney to Kazakhstan as you read this. Opinion is divided over whether the timepiece was a Mickey Mouse or a Snoopy one and whether the President had it on the right way round ... but only time will tell.

Current recruitment and selection practices: a national survey of Fortune 1000 firms.

This study reports the findings of survey data on recruitment and pre-employment selection methods in use by human resources departments in major companies in the USA. In addition, data on use of online pre-employment tests, currently and in the near term future, were also collected. The analysis is based on responses from 151 firms. The findings indicate that the majority of companies rely on traditional recruitment and personnel selection techniques over the use of online assessment instruments. Personality testing is popular in about 20% of the firms and one-fifth of the respondents plan to implement online testing in the future. Furthermore, screening for honesty-integrity (28.5%) and violence potential (22%) was found to be somewhat popular. It would be helpful if future research could pinpoint the reservations that companies have about online pre-employment tests.

Psychological tests and assessment instruments that tap prospective employees' personality, interpersonal style, and response to stress situations have received increased attention from both human resource professionals and researchers in I/O psychology over the past 20 years (e.g., Gatewood & Feild, 1998; Ryan & Sackett, 1987). Indeed, the nexus between personality factors and personnel selection and placement has spawned major investigatory efforts, conceptual reformulations, and pragmatic applications in both research and practice (Hogan, 2001; Landy et al., 1997). Moreover, to enhance the chances for successful recruitment and long-term benefits for employers, a plethora of research studies has investigated and endorsed the utility of the 'person-fit' paradigm (Anderson et al., 2004; Chan, 2005; Hollenbeck et al., 2002).

However, there has been recent concern and thoughtful discussion on the potential threat of unscientific claims about personnel selection methods that include personality testing on the Internet and the use of online testing for selection purposes specifically (see Anderson et al., 2004, for a discussion). At the same time, and largely based on the public's acceptance of the Internet and related technological applications, both public and private companies, including governmental agencies, are re-thinking traditional personnel selection processes and recruiting methods (e.g., Mooney, 2002). Yet several feature articles in human resource publications, while touting the benefits of online testing of job applicants, caution that online selection firms are not regulated. Moreover, most person job-fit tests have not been standardized, lack norms, and developers have not presented predictive validity data on their selection measures (Barbian, 2001; Bates, 2002). Undoubtedly, these concerns about personnel testing on the World Wide Web have attracted the attention of rigorous research efforts by scholars worldwide and the findings are receiving coverage in peer-reviewed journals (e.g., Bartram, 2004; Ployhart, Weekley, Holtz, & Kemp, 2003). However, in the contemporary business environment, companies are faced with a critical challenge to recruit and retain qualified employees (Langan, 2000).

Thus, it appears that companies now have at their disposal a conceptually sound framework (person job-fit) and a cost-effective, speedy, and convenient system (online testing) to meet their personnel selection needs in a highly competitive environment. However, recent reviews of the literature report that employers continue to rely on traditional (i.e., general IQ, integrity, structured interviews, work-samples, references, official transcripts) methods for personnel selection (see Schmidt & Hunter, 1998; Wilk & Cappelli, 2003). To obtain a clearer perspective on these issues, the current study was designed to obtain empirical data from major companies in the U.S.A. on the extent of their use of traditional selection techniques and use (if any) of online personality testing for selection and hiring purposes. Since companies tend to be guarded on sharing information about practices and policy regarding personnel selection, our intent was to keep queries short and direct. Accordingly, our results, by design, are conceptually limited and the findings should be considered exploratory in nature.

METHOD

In this study, 750 companies were randomly selected from national business directories and mailed a survey form in 2003 on recruitment techniques and personnel selection assessment. Since prior research endeavors have cautioned that large corporations are reluctant to share what they might consider proprietary data, we attempted to obtain the name of each human resource director. This was accomplished by referring to company sources such as 'Disclosure' or by phoning the company directly. Thus, the envelope and survey form were addressed to a specific person. In addition, it was hoped that this procedure would increase the response rate. In fact, most surveys of Fortune 500 companies have reported very low response rates, i.e., 5-10%, in the past (e.g., Keller & Piotrowski, 1987). Secondly, to increase respondent compliance, the survey form, questions, and response format were kept very brief. This involved answering yes or no or providing a short written response (a copy of the survey form is presented in Appendix A). Each company's Human Resource office was requested to indicate what specific recruitment and personnel selection methods were used in hiring new employees. A separate question addressed whether or not the company used online pre-employment tests as part of its selection approach. The final two survey questions assessed whether companies included Honesty-Integrity and/ or Violence-Potential as part of their selection process. Of the target sample, 151 companies returned the questionnaire, for a response rate of 20%. Respondents represented the following industries: Health care (n=19), Pharmaceuticals (n=20), Banking (n=25), Transportation (n=26), Temporary services (n=18), Hotels/resorts (n=17), Retail (n=11), E-commerce (n=3), others (n=12).

RESULTS AND DISCUSSION

While most of the companies use traditional recruitment and selection methods (e.g., resume, reference checks), only 9.3% rely on online pre-employment screening tests (see Table I). However, 9 out of 10 firms favor online job boards and company websites. Another 21.9% of the companies are considering future use of online pre-employment screening as part of their selection process. Furthermore, 28.5% of the companies either screen or plan to screen for Honesty-Integrity while 21.9% of the companies either assess or plan to assess for Violence-Potential. Interestingly, only 20% of the respondents include personality tests as part of the selection process, despite the attention to "Personality" factors in the human resource literature (Hough & Oswald, 2000; Roberts & Hogan, 2001; Thumin, 2002). Apparently, the use of online testing by major companies, both private and public, is presently in a state of metamorphosis. As the current findings indicate, about two-thirds of U.S. firms do not have plans to incorporate online pre-employment assessment in the near future. Yet, the business literature has seen a high level of interest and actual implementation of Internet-based hiring practices (e.g., Mooney, 2002). Perhaps, some firms rely on Internet-based approaches for pre-screening purposes or as a vehicle to narrow down a short list of final candidates. However, the legal pitfalls (e.g., such as transparency, confidentiality, psychometric credibility, inappropriate queries) of online hiring approaches may be the major factor deterring companies from using data from online tests. Moreover, Human Resource decision-makers might have concerns about the legitimacy of clinical personality tests or personally invasive queries (see Camara & Merenda, 2000; Vodanovich & Piotrowski, 2000; Wallace & Vodanovich, 2004). In this regard, Naglieri et al. (2004) address a number of delicate issues, such as proper identification of an applicant, in addition to ethical and legal concerns that warrant consideration before implementing online testing.

At the same time, the popularity of personality tests in personnel selection cannot be ignored (Piotrowski & Keller, 1992; Thumin, 2002). In fact, Cascio (1995) argues that well developed measures of personality characteristics can account for additional variance in prediction of behavior on the job; however, the key issue for Cascio is whether alternative technology aids such as computer-based tests and interactive video provide equivalent psychometric properties when compared to traditional 'in-person' evaluation. The jury is still out on this important issue in the field of personnel selection.

Based on the restrictive and limited nature of the data on which the current results are based, our findings should be considered exploratory and in need of further, more in-depth investigation. Future research in this area should focus on a) the psychometric credibility of specific online assessment instruments, b) the drawbacks and limitations of online approaches in human resources, c) applicants' attitudes and perceptions of online selection methods (see Ehrhart & Ziegert, 2005; Ryan & Ployhart, 2000), d) graduate-level education on selection practices (see Vodanovich & Piotrowski, 1999), and e) cross-national outcome studies on the use of the Internet for personnel selection purposes with a focus on the impact on human resource practices (e.g., Taylor, Keelty, & McDonnell, 2002).

Vendor Will Use RSA Conference 2006 to Introduce Its ShatterProof(TM) Technology

SAN JOSE, Calif., Feb. 14 /PRNewswire/ -- RSA Conference -- DesktopStandard(R) Corporation today announced the release of PolicyMaker(TM) Application Security (PMAS) 2.5 at the RSA Conference 2006 in San Jose, CA. The release marks a major upgrade to the software solution that enables network administrators to enforce the security principle of Least Privilege on Windows desktops via Microsoft's Group Policy change and configuration management system. Utilizing a new feature they have dubbed ShatterProof(TM), PMAS 2.5 will now be the first product to prevent Windows Shatter Attacks.

Shatter Attacks are a class of widely recognized vulnerabilities that may result in unauthorized privilege escalation. Many organizations are realizing the critical importance of restricting the privileges of end-users. As more organizations lock down their end-users, the desire of rogue users and malware to escape these restrictions grows. This type of attack can come from an end- user attempting to circumvent controls or from malware attempting to attack the system. Since a Shatter Attack can allow an unprivileged user to gain full control over a vulnerable computer, the likelihood of widespread exploitation of these vulnerabilities is increasing.

"What makes a Shatter Attack so menacing is that there is currently no way to patch the operating system to universally prevent such attacks. These attacks can be carried out from a restricted user in a terminal environment, gaining full access to the server, or can be used to install Trojan horses, root kits and key loggers to gain network-wide administrator permissions," said DesktopStandard CTO Eric Voskuil. "Seemingly benign applications running in an elevated context can expose a system to attack. Even popular antivirus and administration products have been found to be vulnerable."

Because the Shatter Attack allows unauthorized privilege escalation, it can be used in conjunction with other types of attacks, such as those that allow for arbitrary code execution. The Windows Metafile Format (WMF) vulnerability has recently been patched, yet new WMF vulnerabilities are already being postulated. DesktopStandard's ShatterProof technology provides isolation at the kernel level for processes operating at different levels of privilege. This prevents the type of inter-process communication that enables a Shatter Attack, preventing WMF and other exploits from compromising the computer.

PMAS was the first product to make it possible to reduce or elevate permissions on a per-application or per-task basis, removing longstanding barriers to implementation of the security best practice of Least Privilege. The latest version of PMAS 2.5 allows administrators to:

   -- Inoculate computers against Shatter Attacks that might otherwise result      in unauthorized privilege escalation. This type of security threat      allows a restricted user process to gain complete control of a system.      The new ShatterProof feature protects computers by preventing messaging      between processes of different privilege levels.    -- Elevate the permission level for restricted users who are performing      selected authorized tasks or running applications that require higher      privileges than those to which the user is normally entitled. This      eliminates the need to raise each user's privilege levels for all      applications, which would expose the network to unnecessary risk.    -- Reduce the permission level for administrators working on applications      such as Internet Explorer and Microsoft Outlook. This avoids the use of      full administrative permissions for applications that do not have such      a need, and without the requirement to log out and then in as a      different user, use the Windows RunAs utility to work under a second      user account, or invoke other complicated procedures that reduce      productivity.    -- Allow restricted users to install approved ActiveX controls while      running Internet Explorer in their restricted user security context.      This feature makes restricted user scenarios much more practical, as      many organizations have extensive libraries of ActiveX controls or      allow use of such controls that install from approved third party sites      - including Adobe's Acrobat Reader for example.    -- Provide self-service software installation points for restricted users,      greatly reducing administrator workload in supporting unmanaged      software installation without compromising security. Many organizations      have libraries of software packages that end-users may elect to install      by simply browsing to them on a network location. This new feature      makes it a simple task to support secure elevated permissions      installation of such executable and Windows Installer packages.
